Subject: Why is KC wheat so much under the CBOT??

My broker got me in to a wheat spread, buying the Kansas City (KCBT) and selling the Chicago (CBOT). He said KC is usually 20-30 over the Chicago. Right now KC is 24 under CBOT. I am sure the main issue is the volitility. It seems like every time it goes up, CBOT goes up more than KCBT.

Are there any wheat experts out there that follows this spread and what it normally should be?
