If you have to pump it a couple times and then get a hard pedal, I think your problem is the adjustment on the shoes. Take a couple of strokes from the master cylinder to push them out to the drums and then when you let off, the springs pull the shoes back in and there you go.......... two pumps to get a hard pedal again.

Never had a pressure bleeder here and have worked on several hydrovac brake trucks over the years. It can be done.

Had one old truck the brake hoses were completely plugged/swollen shut on. That caused some head scratching!
