Same problems with thistles and kochia.   We have to get them while they are small or the steel of a plow or hoe is the only option.   This year is a nightmare.  I've skipped the growth regulator except for on some sub-surface drip.  The weather conditions are doing a nice job of keeping the plant short and the nodes too close together.  Actually, mother nature is doing too good of a job.
