I see defense is still using L1 and L2 on their own M code. I'm speaking well beyond my knowledge base now, but I do know that there was a big issue a while back about the military no longer using the satellites and they had planned to quit supporting them.

The GAO issued a report about the satellite replenishment schedule, but it was never a serious issue and the military never "planned to quit supporting them". The military uses the same GPS satellites as civilians. GPS is a system developed by the military and pays for 90% of it. There's 0% chance they will ever quit supporting GPS.
