They do, but they primarily use the L2 frequency. L2 is encrypted, so we (civilians) cannot use that data stream. Dual frequency civilian receivers use the data from the L1 and they use the carrier signal from L2.

The US government just got done moving the GPS satellites around to get better satellite visibility numbers in certain parts of the world. They're nowhere near abandoning the GPS system.

Maybe you're thinking the Soviet Union when they let Glonass fall apart for a few years before they became Russia?
