It sounds to me like a hydraulic issue to me also. The other thing to check is the manually adjust on the PWM. You can screw it in and back out. I believe if it is in to far, your flow might be restricted and the PWM won't put enough volume out. You also might be asking too much out of the 4450 with that master/slave setup. The last thing is to check you hydraulic tips. Hope this helps!
