The condensing unit was evacuated and precharged at the factory. Most manufacturers provide enough freon for the evaporator coil and 20ft of properly sized lineset. If they didnt do this cost would increase. At my company we buy freon by the pallet of 30# drums (about 1200#), but the factory buys its by the semi tanker, guess who gets the better deal... ANY time a system is breached a vacuum needs to be pulled. When you connect guages to the condensor you vaccum the lineset and the evap coil out from there. (The connection ports are on the line side of the valves) The valves that hold the freon in the condensor for shipping can also be used to pump the freon back into the condensor for repairs, such as replacing an evaporator coil (very often on an Amana/Goodman). To finish your question yes freon must be added or removed to every system upon start up. Theres no way that they could charge them enough for every application from factory but it at least gives you a head start on the charging of a system.
