The blender's fee and the use mandate are seperate deals actually.
( likely the fee was added to the original E legislation, to buy the oil side of votes need to pass mandated use)
Basically E was going to replace some oil use.
To BUY the oil votes, in places like the usa it's not about better ideas anyway, moreso how to BUY the votes for any idea.
( btw, the whole afore scenario is typical of why current debt in the usa for the 1st time ever, ie 2011, exceeds total usa income )
