This could be a wiring issue from the liquid module to the boom valves. Power and ground split and go the various valves and it might be that Section 1 is getting power and ground like it should but Sections 2 & 3 are not.

If the system is trying to push the quantity needed for three sections through only the one section that is actually on, the flow rate may be reduced. The backpressure due to the tips in that one section would prevent the system from delivering that much product. This is actually good since you wouldn't want that much product to be delivered to only one section anyway. This is a backhand way of confirming that Sections 2 & 3 are not actually opening up.

To put more product through a given tip requires an increase in pressure. This is not a linear relationship. To double the output from a given tip requires that the pressure be increased by a factor of four. In your case to push all that product through one section may require that the pressure be increased 9 times the normal amount.
