Yep my 1890 CCS is the same. I'm pretty sure it's due to the fact that the meter assembly fits over the plastic tank and the water follows the edge of the tank down and into the bottom of the meters. I think the best solution would be to have a tarp made that would cover the tank completely -- I agree -- you would think they would have figured this out before it made it to production.
