The corps isn't saying it, but they are fighting a battle to save the whole Missouri dam system. They care nothing about the flooding. It is way past any management of Missouri water phase they keep talking about. They are trying now to save the whole dam system. If they lose it, could take 10 years to build it back, if ever. And maybe then they would all be fired, which would be a good thing.
