A piece that would make this work is a rotary flow divider. That is almost like a double gear pump. 40 gpm goes in one port, 12 gpm will come out of another port and 28 gpm comes out a 3rd port. One thing to be careful of with a rotary flow divider is that if the 40 gpm flow is at 1000 psi, the output can be 3000 psi and the relief valve on the pump will see 1000 psi and not open.
Baum hydraulics could put such a thing together.
