Put a halter on one and a collar on the other with a rope between them. The one with the collar will teach the one with the halter pretty quickly. It works with two steers, but is better yet with a donkey teaching a steer. The donkey has to have a long enough rope to turn around and kick. It only takes a day until the steer will follow along very meekly.
