What is he doing with the bales? Aren't they wet?

I wonder if in that situation the wheat could be chopped and bagged and the bags left in the flood plain? Seems like unless there was a lot of floating debris in the water to damage the bags, everything would be fine even if submerged. Well, maybe not if submerged, because they'd likely float. A few feet of water might be ok.
