Its not that uncommon for the controls to be "field updated" to whatever's available for thermostat/fan control. The fan control switches are notorious for loosening up & giving trouble. The previous owner may have had problems with the evaporator icing up & looked at that control as an option (usually the AC position just closed a microswitch on the controls)
What does this switch/knob do? Old Steiger...
