Near Intersection of I-35 & I-90 Southern Mn.
I would think that using the suggested starting value of 7836 should give you a speed readout. Compare the speed displayed on the planter monitor with a known good speed sensor and adjust the value up/down to get the planter monitor to agree.

Since most GPS devices are designed to mimic a real radar gun, the starting value should be a good starting point.

You don't mention what type of GPS device you are using. If the GPS speed source is one of the Trimble products such as EZ-Guide, these devices have a Hz output setting that can be changed. I usually pick about 60 Hz, since this value seems to be in the ballpark with a real radar gun and the speed calibration on the planter or spray monitor can be about what would be used with a real radar gun.

There is no right or wrong pair of values. The point is to get the new device to show the correct speed. Then other functions such as your High Pop alarm will work properly.
