What I know about the FSA young farmer loans is that for the sale next week he is about 2 months late looking into the FSA program.
That ball takes time to get it rolling up to speed.
With a week timeline the only way that would be possible is if someone like you would buy the land initially and then he would buy it from you after securing the loan.
