This may be incorrect, but, I am assuming that the towns and areas flooded where you can SEE the ocean right next to i in satelite photos, aren't just needing to drain. Small areas, but, flooded nonetheless. Yes they farm below sealevel in europe. Thy aren't subject to periodic earthquakes, either.
