I'm pretty sure the radar was for backup control of the hydraulic motors in a variable rate setup. I hope so, since I didn't have a radar on the tractor last year. The "brain" for the rowflow, which is mounted on the planter has a couple gyroscopes in it, so it knows if you are slowing down at the field ends. This improves the row shutoff accuracy.
