Normally, you would require a wider packer if you were useing a wider opener eg. spread tip versus a knife. Therefore, because the wider opener requires more draft than a narrow one, I would think your hp requirements would increase with wider packers but then I ask myself, if I am useing a narrow opener, why would I want a wide packer? Maybe to make more weeds grow next to the row. In general the less ground we pack the less weed growth/competition with the crop. My answer to that question would be chose the opener width you prefer, then use the packer to match. About the rubber versus steel, on our Seedhawk, the packers are neumatic, we find we need to soften them up so they flex to shed the mud when its real wet but will air them up in very dry conditions to get best seed/soil contact.
