I have an NTC 300 Cummins that I fill the filter on, but I always speed up the engine immediately after starting it. I have, in the past, had some problems after changing the filter if the engine is left at a slow idle. If you rev the motor for a few minutes, it's my experience, that helps to run thru any air that might be in the system.
