Northwest Missouri | It depends on your state laws or the states that you plan to deliver to. I know in Missouri it is legal to be 12ft 6in wide as long as your hauling a compress able farm product which means anything that can be turned into something else, that is produced on a farm.
Hay is a very localized thing, in my area of Northwest Missouri I know of one guy with a 4ft baler, and the rest are 5ft. Although he has the horse market cornered and sells these silly people 500 lb bales for $30.00 a bale and its just brome/orchard grass. He can't use a semi because none of them are setup to handle a semi.
From what I have seen there is no market beyond horse people for the 4ft bales, and most horse people around here aside from being stupid, are city people that you wouldn't want to do business with anyway. I would hope that is a local thing though. If you could work something out like the guy I mentioned above the 4ft baler would make you lots of money, however when it comes to cattle guys they're going to laugh at you when you tell them you have 900 lb bales.
Hope that helps you,
