I usually plant on the early side, and usually get lots of tillers early. I put out 30 units at planting and 90 to 100 late in Feb. or early March. Looking into ESN on my wheat if I can get in the field soon, farmer testimonial are there is less lodging where over application can't be helped. I have lots of them this year. I would think 90 units(in spring) with good weather and all other nutrients in balance would produce in the top end.
