He sure wanted to harp on the Cart.....

Everything he stressed would be "spot checks/self policing"  which is my biggest problem.....I farm right up to the back side of the Office?

I'm an easy target for "spot checking"

And he clearly stated you'd have to have "dedicated" traffic lanes if you  ran a cart....basically if they saw cross tracks,they better be "prearranged"
