In Minnesota the assessed value has to be within 90% to 110%, give or take a few percent, of the value that the property would bring if it was sold. Keep in mind that taxes are always lagging a year behind so the assessed value will be also. Assessed would get you close, but if you want to be right on the money I would suggest an appraisel. That can be spendy though.
