It could be that the little remote lever arm isn't indexed to let the #4 open up all the way. On my 9282, I just disconnected the cable to the in-cab knob and removed the lever from the shaft back on the valve body. I couldn't get anything close to full shaft travel with the in-cab knob. The knob seemed to have too much dead band to make fine adjustments with, anyway.

Most of the fan speed change (I run a 9282 on a Deere 1900 cart) happens in the first 30 minutes of operation. My experience is that fan speed tolerance is pretty wide...
