A 9480 should have plenty of flow, if the system is healthy.
You said all your flow controls are at full flow...how are you controlling fan speed? If you have a separate flow control on the seeder, it should be wide open, and the tractor flow control (the screws just under the push pull cables that operate the valves) should be used to set the fan speed.
If you attempt to control fan speed with an external flow control, the load sensing system on the tractor will go to its high pressure limit. You will have lots of extra horsepower requirement (and heat generation), caused by throttling the flow through the external flow control valve. The losses can easily amount to 15 hydraulic hp (and about a gallon per hour of diesel fuel). You will also hear some additional hydraulic noise in the cab when the system runs at high pressure standby.
