Trust your instincts. It's a scam.

If your wife is dizzy all the time it could be a number of things and she needs to see a doctor.  If they find nothing wrong go to another doctor.

A friend of mine's wife suffered for several years and went from doctor to doctor, tried some of these TV things and some quacks and finally went to Mayo.  There they found her problem.  

Unfortunately for her all this wasted time cost her.
