where I worked used to have the old tricycle type gator and it would get fussy and just click and all you had to do was short the starter with a hitch pin
I don;t know if it made the other electrical go out, because the headlight had burned out a long time before so all I knew is it had the power, but it would not start and shorting it worked.....so you might try that
