Crane operators are very well paid, and in the US at least can shut down a job site if they see fit. (On smaller jobs. On large/gov't jobs there are safety engineers who know all the lifting/rigging/safety stuff that can overrule them).
How would the excavator fall? It's being lifted by the crane.
And I have actually read the state report on the Miller Park accident. Have you?
