Doesn't surprise me in the slightest. Sounds like our local sheriff's dept. It's like they can do anything they want and no one is over them to control them. Our biggest problem here is their lack of doing anything at all. Good luck, I certainly understand your disgust with them. A lawyer won't make any difference either-they'll always have an excuse.
