Southeast South Dakota | I have that same problem, kinda.
Occasionally I have a winXP computer that stops at the logo. The problem is caused by a certain USB device that I have plugged in - must screw up the booting process. I just unplug that USB device - boot normal - and then can safely plug in the USB device....for the life of me right now, I am not sure which USB device that is though........
BUT as a computer repairguy will tell you (which i kinda am), a hard drive that is getting ready to die may very well do the same thing. Best get everything backed up, because one of these days it may never start.
Question - does it ever refuse to boot up when the whole system is cold - or only after the whole thing has been running and you are just restarting?
it is possible the power supply is getting weak also, usually not near as expensive (or heartbreaking) to fix.
