The reason... just as you mentioned tax payers bought the buildings once. I hope you don't have any fees whatsoever for your students. Better not be any bake sales for fundraising in your schools. If I found out outside organizations were getting charity and I had to kick in money for my kids education, I'd be quite upset with the trustees.
What about the hotels and restaurants in the area that have meeting rooms? They are losing business because the schools are giving away their assets. It's not about the taxpayer having paid for it, so you can give out the resources for free. I expect that any assets I've helped pay for are used for revenue generation wherever possible. Don't give away taxpayer money by not charging when you could have.
