You didn't say how long or if the weld was straight or had an angle but looks like I would use a 4 in grinder with cut off stone. they are only 3/16 to 1/8 in thick and you can slice through a lot of material. If the weld is not too big I bet you could slice through that weld and not hurt either part. Would have to clean it up after you had it apart but those cut off blades are really neat. Only about $1 or so apeace, just make sure to hold the grinder steady and slice away. Neatest thing for old rusty bolts, just cut bolt off flush with nut and split nut in two and presto its off.
