| Newport is in Washington, Oldtown is in Idaho. The two straddle the border next to each other. I've a friend who hunts in Pend Oreille county Washington and has good luck with a bow. I haven't talked with him about wolves up there this year, but I know one pack/breeding pair is in Pend Oreille and possible another one starting up. Doesn't mean the elk are all gone. Be aware that the cover is thick in that area, unless logged off. This is real forest, and the NE corner of washington has a rainforest in it.
As for rifle/bow, that's a personal choice. I'm not much for elk hunting with a bow unless you plan on getting that bull within 20yds of you. Imagine shooting a mad bull with an arrow. I'd want to be sure where I hit an animal that big.
