"rules are rules" seems to be the biggest problem, to me. Read the stated consequences, then read the consequences applied to the student. They are not aligned.
If the board made parking rules, then they made parking rules and such should be followed. They stated punishment for infractions, and those should be followed also, not increased based on the principal's whims.
