As has been stated earlier, I don't know your laws, but we had a guy around here take 2 4WD's and 2 pans and pulled all the top soil out of the pot holes and off the hills (not much there) and then put the hills in the holes and recovered it all w/ the topsoil. If I hadn't seen him do it, I would know it had been done, though a topo map would give him away. I'm not sure if that would work for you, but if you could make it from point A to point B w/o getting caught in the act, and made it look like a "natural" swale, then maybe you'd get away w/ it. Another big thing is to put in 40 ft wide by 1 1/2 ft deep grass waterways that just happen to go throug the low spots for "soil erosion purposes". People generally praise the great thing the grass waterway are doing for soil erosion and water quality and miss the pot holes it has drained.


I have an idea you may be talking about a client of mine with this deal. If so it was done with the blessing of the proper FSA/NRCS authorities--FYI
