Either way, it's common to pay for updates in all facets of the software industry. You don't get Office 2007 for free just because you bought 2003; you don't get to upgrade SolidWorks every year for free, either - it's something like $5,000 for the initial purchase and $1500 yearly for updates (at least, the last I knew for sure, but you get the point). This isn't any different.
That said, it should have been explicit information from your dealer when you bought the program. Ag Leader doesn't offer any pricing information on their website but I think they will tell you list prices and maintenance program prices if you call in.
