Get a 3/16 cement drill. Use a silicon carbide wheel to put the correct angle (about 1-2 degrees positive rake) on the cutting edges. Usually a new cement drill has reverse rake to it. Make sure you hit the middle of the bolt and let her rip. I have a machine shop and have used this methods lots of times. Works best if you can get it in a drill press or mill. Nedpepper
