West Texas
Rodrod5, I'm sure you know this but the Municipal Water Districts are different from underground water districts. This is the district for Martin County http://www.pbuwcd.com/home.  This is the one for Glasscock http://www.angelfire.com/tx/gcuwd/.  The interesting part of the Glassock County Water District is it has 2 different aquifers in the same district yet they are treated the same.  The Central and southern part of the district is more Edwards Aquifer and the Northern part, where I farm is Ogallala aquifer.  Where I farm we have a draw, as long as it standing water we don't pump off, but if it goes dry we start pumping air.  We do recharge rather quickly in Glasscock but not so much in Martin.  In Northern Glasscock is the end of the Ogallala aquifer.
