I've always heard it meant "spelling is correct", meaning it is spelled as the original quoter spelled it.  In other words, there is an error, but the original speaker/writer made the mistake, not the reporter or author who is presenting it to you.  SIC is often seen in historical books where pioneers didn't use the best English when writing the original document.
