First, it's important which insect you actually have.

It's possible to have some due to a spot or two that are wetter, for instance let's say some moisture got in around a vent, you could have a spot go bad even though the bin as a whole is fine.

If it's something like sawtooth grain beetle, you can screen them out or as was suggested, use a grain vac and that seems to get rid of almost all of them.

Doesn't sound like you have a bad problem.

It has happened that the insects are in one load and they end up being charged to another. Depends on the dockage tester and the pail and the guy running it all.

I wouldn't fumigate the whole thing. Try another load, if a problem persists, and they will look harder the next time, then use a grain vac.
