 | That does not sound like any apple problem I have ever heard of, but I am no expert.  Apples are tough to grow and get a decent crop of good apples.  If water won't touch the goo I doubt that it was put on there by a apple disease or insect issue. I suspect your neighbor the asphalt plant may be guilty.  I also think Granny Smiths are a late apple.
