I don't know where the "best" ground would be but Sioux county (directly south of Lyon) has CSR's into the 80's, it however is not any cheaper than Lyon Co land.
Also I believe that over around Royal, Ia which is southwest of Spencer they have some really good ground down there.
Just for reference the best ground in Lyon Co has a CSR (corn suitability rating for those not in IA) of 72. There are Iowa sales reports in magazines/papers that have CSR's in the upper 80's low 90's that sells for a lot less money than 60's do here.
