Yes by all means call them... They have a right to do whatever they want on the right of way... Also have to pay damages.  The line trimmers may be hired contractors.. call the electric guys. They hired them let them get the money owed you.  Don't settle for the argument that REA is not responsible. When you hire somebody you are.

  Now if it doesn't amount to a lot of money you may be able to work with them..  Got any trimming that needs done? A pole set somewhere or moved. Maybe in the future? Get it in writing so you have it when you need it.
