I serve on the local electric coop board. I would call the line supervisor and tell them what you found, and ask them how they plan to clean it up and make it right with you. My guess is it might have been contractors that they had doing work on your system. I would give the coop a chance to make it right, but i wouldn't take no for an answer, either.
