Are the pulley sheaves that the belt runs on clean and free of any burnt belt debris? Sometimes when belts cook and get warm and destroy themselves they burn small tidbits of rubber onto the pulley sheaves. Wonder if that is part of your problem.

Is there any possibility that you can remove them without dissassembling half the machine and buffing and polishing the sheaves clean?

Might be worth looking at.
