I don't believe there is a right or wrong way. I would look @ what you are getting. For example a new TEE-JET 60 series power head comes with the tower ends on them so maybe the shroud end should go to the battery side. I've used weatherpacs for a long time and never really have even thought about the proper way. I just put things together.
