Ammoniating forage doesn't increase the protein, it increases the nonprotein nitrogen which is used similarly to protein by ruminants.

In grain, it's called adulteration, and subjects you to civil and criminal penalties.

Of course there wouldn't be a penalty if what you were doing was ammoniating it to feed it to cattle. But I believe there are some unwanted side effects of ammoniating relatively high protein feedstocks like grain.

Urea can also be added to ruminate rations with basically the same effect.

But while people might refer to it as protein, it's really not protein. It just behaves similarly to protein for ruminants.
