Right now I would say that oxygen to the fire is the limiting factor. Anything you do that gets more air will make it burn faster. What does the nieghbor and his insurance company want to do? There are ways of smothering the fire in the bin. I would guess to say that everything in the bin and the bin are a loss so why spend money to smother it though? Good luck, these situations usually define how good neighbors are.
